Hi Donkeypunch,
The boss level is determined by the last boss level each player successfully killed for that boss type, and will increase by 1 when killed and decrease by 1 when they run away. It's likely your friends and guildmates who fought higher level tomb guardians before haven't spawned a tomb guardian boss yet.
Also, I am not sure what you meant by "high level", but since the last level cap increase happened when Tomb Guardian isn't active, it means when this rotation started, no one would have defeated a Tomb Guardian boss higher than level 50.
