Can't equip a new item, is it a bug or another reason?

I have gotten two items in the past few weeks that I wanted to equip but it won't show the button to equip it. I have gotten other items that I CAN equip but don't want to. Does it have something to do with levels, class, or is it a bug?

Do you have the minimum strength to equip the item?

If Min. Str. is what your talking about than I don't think so. I'll to upgrade that next just to be sure.
