Requirement to join Faction War 2?

How do you join Faction War 2?
Is there a minimum level requirement or something else?
I'm level 85, but there's no join button for me...

I've fought there myself once (I'm lvl 81)...but that was after my guild had already joined that side.

only a guild officer will see the join button and be able to use it.

I'm the GM of my guild and I'm able to only join FW1...

the only thing that I can find in the updates that might affect your guild is the following from the server update of 4/03/2012
