Invasion personal bonus

It's been my understanding that you 1 percent for every 100M up to 1 Billion, then 1 percent for each Billion damage up to 16 Billion for a total of 26% bonus. I usually get my 16B in, but when I glanced at my bonuses it said 25% instead of 26%. Where did the extra % go?

There is only 15 X 1 Billions between 1 Billion and 16 Billion.

Thank you for the response. 25% is the max you can get from doing 16B in Invasion. I was mistaken
