Ally's and Badge rewards

First: I was under the impression that as I progressed through the game I would have an opportunity to recruit a new Ally (every so often). My current Ally, Phoenix, is the last Ally I have run across and I think that was way back at level ???? (I am now at 70). Has there been a change?
Second: I just earned the 30 pvp badge but was not awarded the bonuses as stated in the game play FAQ. Is there a badge bonus for that accomplishment or is that just a jumping point?
