I have Valkyrie and have gotten all her skills up to lvl 21. I have used 3 skill books on her protect aura skill and it is still at 3% every time

Is this normal now that skills are at lvl 21? If not can you please fix it. I don't know weather to use my other skill books.

-- Ally skill level increased to 25. From 21 to 25, each skill book will only have 3% of success and does not increase with failure.
