New Faction Quest. Is this a bug?

With the new faction now activated, I have hit the fortress twice now (2 bouts of 10 encounters). On my quest page it only has one encounter out of twenty listed. Is this a bug, or is my understanding of the quest not correct?

The quest is based on 20 different fortresses, not hitting the same boss 20 times. For some players/guilds, this means it will take you up to 20 weeks to complete the quest. For others guilds, you may be able to complete this once a week.
