Fatty to statty ratio

Could you please clarify what constitutes a fatty? Is there any leeway on this, would the level of acceptable rotundness be proportionate to level of stats? For example a person with an average stats of 500, would you be looking at an acceptable weight limit of around 200lb for a male, 130lb for females? And if their stats were around 900, could this increase by 20 – 30 lbs. Is there a linear or exponential ratio? Or is it a strict no fatty policy regardless of stats?
