Lately when it seems I go into to the Rank tab at the bottom, then Targets it doesn't seem to be updating

I haven't adjusted my army any

I have cleared my browser history
I have waited for the Rank timer to count all the way down and reset


But it still seems to have people in their I am not able to attack

Here are the messages i get

Unable to attack. Total Power too low. (< 85%)
and
This player is under protection.

I know what they mean, but why are they still in my target list???

The rank timer just reset again and they are still there

I have my power sitting at 153,978,000..... i just tried to attack someone with 152,530,000 and got this message

Unable to attack. Total Power too low. (< 85%)


How is that possible???

The search total power shown from search result is based on value of last rank refresh. It means your target was online and probably powered down since then. You can go to their galaxy screen to get their updated total power. When the rank list refreshes, it doesn't automatically update the target list. You have to press search button again manually to update it.
