Can chat be changed so we can differentiate people with the same names? Such as putting the galaxy number of the player before their name in global chat.

We just patched in a new feature that allow you to view the chatter's solar system by clicking on their name and choosing "view". Which let's you better distinguish the between players since the solar screen lists their galaxy name as well as their planet layout.
