Cant login from static IP

Could not find where to write about the problems with TW on Kong.
I can not go into the game with a static IP (helps only the substitution of the other). Apparently he be in your banlist, ie I unsubscribed to Kong, it is a problem of game developers. Can I count on unlocking IP?
