Army to Power Ratio?

What would be the best way to get my army to power ratio higher? It seems that the best idea would be to get more troops but I can't fit them on my heroes but when I level up my heroes my power usually sky rockets. I've gone up a million just leveling heroes to lv 20 and still have a ton more to go. Any idea anyone?

You don't necessarily want army close to power. Power is based on other sources, such as hero power which is based on war and level. Building and tech levels for your highest buildings and the level of your tech skills from your lab have to do with strength.
