Somebody brought it up, and I never thought about it but.. Really? A level 5 white piece for recruiting a blue hero? >_<
I suggest the reward is the 8 gold item box from the mall, that rewards a level 5-50 gear of any type. It might actually be of value then.

Also, for completion of the quest. Could it be changed to check if you have a blue hero when you get it, instead of completion upon recruiting one? Same for the purple hero recruit quest?

We probably can make it slightly better, but not much since you are basically given a free blue hero card at the start of the game.

Currently, if you recruit it, you don't get progress for the quest though. its so far back in the chain that you get your free blue a day before
