Dragon Maiden Skill CD improved to 19 CD initial, 10 CD max

Great news! - to encourage more players to farm the new Raid Boss cards, we have lowered the CD of the Dragon Maiden cards (eg. Earth Dragon Maiden, Water Dragon Maiden) to 19 initial CD, with max of 10 CD at skill level 10 (originally 21 initial with 12 CD amx).
