Would you evolve horseman to 8* or keep two 7* ?

Dual Horsemen would not have efficient CP returns unless you're running 2 5/5 and working a 4 on 1 off roster in the context of a mono deck. Unless you want to field 5 Horsemen for an 8 on 1 off, but then you're limiting yourself heavily.

I'd say if you're not planning on farming beyond stupid crazy, just go the one 8* for collection sake.

I have been looking at this issue too and unless I farm heavily I can see myself just getting a 7* and 8* in each. The only 'success' I have had with Horseman is in my mono-green deck which is Dryad/Harpy/Panzer/Pestilence(7*) supported by a pair of Warrior Queens - fast farming and exciting raid bosses. The question is on which is more effective in any team - using 5 cp to allow an upgraded horseman or upgrading something else?

The skill upgrade is ultimately most effective IMHO - just a shame getting to 180 is so cripplingly monotonous or the 8* horseman may be a little gem in the right teams.
