How would i submit a card idea?

im very confused about this.. i have drawing and everything planned out i just dont know how i would submit my idea... Please help. Thank you
im not posting pictures of it or anything because plagiarism and stuff ( not saying you guys are plagiarists just dont want to risk it being seen by one )
