Clown card CD

I saw on the announcements section that the clown card CD was lowered from 35 to 30 for both skills( 20% and 35 % reduction), however when I bought the card today the CD was still at 35. Is this because the CD is only really 30 for the 8* version? My friend has the 8* card and its CD is 30 so I was wondering if that was the case. Otherwise I hope this can be fixed because the lowered CD is the reason why I bought the max amount of 4 for this card. Thanks in advance for your help!
