alternatively, you could narrow down the spawn list for 5* and 6* cards to ones which are actually useful (i. e. cut out birdman garuda and his equivalents, and ghost ship, for example). then at least on the rare occasions when a 6* card does appear, it's something for a player to actually get excited about (instead of being the third time they've seen a birdman or cat thief, which is really just kind of a slap in the face). And there's plenty of truly premium cards (apep and chimera, for example) which can only be gotten through gem recruits and keep their value high regardless of how often the other cards appear in shop.
Something else to think about, it takes a fair number of free players enjoying the game (and not feeling like there's nothing they can do if they don't pay to win) to attract the players who will pay (but won't bother with a game that nobody wants to play). There's plenty of advantage to be had by spending money as it is, but by making it a virtual requirement to get anywhere I think you're doing more damage than good to your bottom line, both by losing that base of free players that will reccomend the game to ones who will pay and by turning off the players who do pay, but are getting frustrated with the idea that they HAVE to pay every time they want anything nice (especially since gem recruiting is still a crap shoot in terms of how useful the cards you get will actually be).
