Server Update Notes 07/16/2017 - Friend Limit & Global Chat

Some good news in term of couple quick server side improvements:
1. Global chat limit now doubled for everyone (30 chats per day for VIP 0 to 150 chats for VIP 12 players).
2. Maximum friends limits are now slightly increased by VIP level, up to 40 friends for VIP 12 players. (VIP chart now shows friend limit instead of global chat)
