don't believe it!!! it says instant 133 gems once purchased, well, i purchased it... even with the crazy shipping charge... got the order in, confirmed the valentines day package to be delivered... and i didn't even get one gem for my troubles...

The offer will have said that sometimes gems take a while to come through. if they don't appear within the timeframe outlined in the offer, you need to contact the people running the offer as the offer isn't run by the Dream World guys.
