Ok im level 36 and in metreon. I am level 36. Now a few things goofy happened when i hit 36 ( i just hit it by the way). At first when i did my last explore for 35 it said i was 100% complete to next level... so i quested again and it finally gave me the level up. However it did not open the boss encounter for the rebels hq is this a bug or is the gap higher then normally for the boss encounter to show?

you may need to explore the last area a few times to get the seek for the boss, i'm not positive but I've noticed this in a few places.
