Higher end classes

Hmm i am wondering, i'm a level 65 bigshot atm, with 90 atm. in all skill levels, and i was noticing some of the highest leveled people here have class titles that i don't even see/have access to myself right now with my level and skill levels, one i notices was the class megashot, one even had same skill level as me and were megashot, so i am kinda now tempted to think now, that i need higher player level now to get access to one such great class/title, is that true, or just a bad thought?

* 4 New ultimate classes (available to level 75+ players with required skill levels).
** Divine Blade - requires level 90 sword skill
** Mega Bang - requires level 90 gun skill
** Divine Sage - requires level 90 magic skill
** Dragonlord - requires level 80 in all combat skills
