Who do I get these from.
Dragon Scales
- Collect 10 dragon scales.( 0 / 10)
Dragon Fangs
- Collect 25 dragon fangs.( 0 / 25)

This may seem a little obvious but they come from the dragons you encounter. They seemed to drop more often the further I moved through the area but by the time you reach the end you will have found more than enough of both to complete the quests.

Yes I figured that out, but I am in the first area and the one there doesn't drop either.

Just keep moving on and you will find them - higher lvl enemies seem to have a higher drop% so its a waiting game.
