why attack neutral galaxies?

So phantom nebula is hostile with all galaxies. Which means you get 50% more resources when attacking "players" there than when you attack a galaxy you have neutral relations with. Coincidentally, it cost 50% more ap to attack players in phantom nebula. So you get the exact same resources per ap spent attacking in the phantom nebula that you get from attacking neutral galaxies.

So I'm just curious, other than sadism or ignorance, why attack players in neutral galaxies?

Note: This is more about being tired of hearing players complain about getting attacked than getting attacked myself. Since I routinely power down when I'm not actively doing something (hitting pillars, attacking players, or story/ collect), I can easily recoup any resources lost from attacks on me by attacking higher power players in a galaxy mine is hostile or at war with.

Lots of AP to burn, lack of targets weak enough to hit, etc.

Okay. sounds reasonable enough.
Although phantom nebula burns more ap than regular attacks, but that doesn't mean you wouldn't run out of targets before running out of ap. And it seems as if multiple attacks in one day could be better directed at phantom nebula. But, meh, it's not really a major problem for me.
My problem is the search for players who I can beat in a hostile galaxy with high enough power level to make it profitable resource-wise to move on from the current pool of players I regularly farm.
